After a year long planning process, 774 Forester Ave. LLC or the Kennedy Apartments, as they’ve previously been referred to, received a negative declaration with no adverse affects on the environmental impact statement from the Village of Warwick Planning Board at their meeting on Thurs., Dec. 20.
The Board discussed traffic in the area and drainage. The plan for the site calls for a catch basin and more grass courtyards, which will both make a huge impact on assisting with drainage. A traffic consultant, Rich Andre, presented a study to the Planning Board that was conducted to show the potential impacts the apartments could have on traffic.

Andre found that after studying the area during the major traffic times of the day, potential residents of all ages would cause a less than one second delay for residents who travel on Forester Ave.
After review of a long form Environmental Assessment Form the Planning Board decided to make their decision. The project will still require a special permit from the Village Board and two variances from the Village Zoning Board. The project is expected to receive both items from the other boards. Following that, the project will be given a date for a public hearing.
Village View Re-Approval Delayed for 90 Days
November of 2018 marked the expiration of the Planning Board’s approval of a 28-lot subdivision off of Locust St. and Sleepy Valley Rd. known as Village View. The approval for the 28-lot subdivision was granted an extension until Mar. 22.
The development is currently under consideration for a cluster subdivision with two plans for the lot in consideration. The subdivision recently underwent a four-month public hearing process, which will result in the project’s Final Environmental Impact Statement (FEIS)
